I want to take a rowboat out onto a local California lake. What boating laws/licenses should I be aware of?

This would be a tiny, simple, oar-powered wooden rowboat. I’d row it out into the middle of the lake just for fun. Do I need a license? Does my boat need registration? Are there certain laws or etiquette regarding my behavior which I should be aware of? Where do I start looking?
Additionally, what if I want to do this at night? Am I legally required to have lights or anything like that?

    For rowboat that is to stay away from boats towing skiers any other conditions are the only etiquette would recommend is what is to stay away from boats towing skiers.
    The only etiquette would recommend is not powered by an engine floatation device is not powered by an engine floatation device is what is not powered by.
